Together, connecting to our communities, universal access - yet localised service delivery

Link4Life is the trading name for the Rochdale Boroughwide Cultural Trust. It is an independent company limited by guarantee (and a registered charity) with a trading subsidiary company.

Link4Life was set up on 1 April 2007 to provide Cultural Services on behalf of Rochdale Metropolitan Borough Council under a 15 year Partnership Agreement. These services cover four main areas:

The purpose of the Trust is to plan and manage the delivery of high quality, enjoyable, affordable, accessible cultural provision in Rochdale Borough that gives residents and visitors the opportunity to lead the healthy, creative, active lifestyle of their choice.

The Trust will help the Council and the Local Strategic Partnership meet their vision for Rochdale Borough to develop as a prestigious sub-regional centre and as an attractive place to live and work.

The relationship with the Council will continue to be developed to contribute to the delivery of its strategic plan 'Aiming High' and the Local Strategic Partnership strategic plan 'Pride of Place' and assisting in regular Comprehensive Area Assessments.

The proposals represent a cost-effective way of delivering improvements through capital investment and maintaining high quality services, giving more freedom and flexibility for management, whilst retaining clear social objectives for the services provided.

This is a tried and tested solution that has resulted in well over 100 new trusts being created nationally across the whole local authority political spectrum.

Background to the Trust

Rochdale Metropolitan Borough Council created this independent company, under an initial 15 year Partnership Agreement, to operate as a Cultural Trust. It pays the Trust a contract charge for the delivery of services in line with an agreed standard of performance. Council staff previously engaged in delivering sport, leisure and cultural services formally transferred their employment to the Trust.

"The Cultural Trust represents a cost-effective way of delivering improvements through capital investment and maintaining high quality services, giving more freedom and flexibility for management, whilst retaining clear social objectives for the services provided. This is a tried and tested solution that has resulted in well over 100 new trusts being created nationally across the whole local authority political spectrum." Roger Ellis Chief Executive, Rochdale Metropolitan Borough Council.

"The Trust remains a ‘not for profit’ organisation – acting on behalf of Rochdale Council – and continues to take a full and active part in local democracy. Any or all profits that are generated will be reinvested back into the services. The benefits for local people will come from exciting plans to increase investment in facilities and drive forward improvement to services." Craig McAteer Managing Director, Link4Life.
